docs(claude-md): drop host-facing header comment from shared base
The HTML comment at the top was aimed at maintainers opening the file, but it's loaded verbatim into every agent's system prompt via the `.claude-shared.md` import. Agents don't need the meta-explanation of where the file is mounted or how identity gets injected — it's just context-budget drag. Move the maintainer guidance out of the agent's view.
