feat(new-setup-2): add timezone step with UTC confirmation
Inserts a Timezone step (new step 3) that runs --step timezone and, if the resolver lands on UTC, asks the user to confirm before leaving UTC in .env; re-runs with --tz <answer> if they give a real IANA zone.
